Public procurement information system

Summary of the project

The modernised e-procurement system has become the most widely used in Slovakia.

The Public Procurement Office is the expert garantom in the field of public procurement, overseeing compliance with the principles of transparency, equal treatment and non-discrimination of bidders and interested parties, as well as the principles of economy and efficiency in the use of funds.

Challenges and requirements

For the Public Procurement Office, we have developed a modernised e-procurement system in line with the latest legislative changes and the requirement for full computerisation of the process. The solution includes the Electronic Auction module, which has been certified by forensic experts in the field of IT security and software development, as well as by the Public Procurement Office itself.

Results and benefits

The system, when put into practice, has significantly increased the transparency of public procurement and thus enabled a significant improvement in the management of public finances. The use of the IS functionality has substantially improved the efficiency of the public procurement process for contracting authorities/contractors, tenderers as well as for control bodies.
Full computerisation of the entire public procurement process
Reduction of time consumption
Increasing transparency
Cost savings
The EPL system, in particular to increase the transparency and efficiency of public procurement processes, enables electronic communication beyond the scope of the Public Procurement Act - for example, it allows for the award of low-value contracts, and supports pre-market consultations.
Through the EVO system, 49 % of all tenders/procurements were handled in April 2019. The high level of use of the system is also evidenced by the statement of the Chairman of the Public Procurement Office, Mr. Miroslav Hlivák, published on the website of the Office.

„The upgraded EVO system is 6 months old and the number of contracts awarded is growing steadily. In that period 783 contracts and 217 electronic auctions have been launched. The financial volume of newly announced contracts via EVO amounts to more than EUR 1.5 billion and together with the converted contracts (i.e. contracts announced before 18.10.2018 and converted to EVO) it amounts to approximately EUR 4.5 billion.“

The creation of the EACI system has fundamentally changed the process of public procurement on the part of contracting authorities/entities, tenderers as well as users using the system as a controlling body. Compared to the paper-based form of processing the public procurement process, it has enabled a reduction in the time required for the submission and processing of documents related to the individual steps of the public procurement process. This has a considerable impact on the economic savings in the processing of public procurement as well as the elimination of negative impacts on the environment. An important factor of the new solution is the traceability and undeniability of the individual actions of all participants in the public procurement process.

State and local government

Custom solutions

According to the Authority's statistics, the number of users has increased substantially in the three months since the launch of the upgraded EVO. While the „old“ EVO was used by 8.86 % users, after its modernisation (18.10.2018) the electronic system of the Office is used by 48.71 % users. I consider this as proof that the intensive work of our team, but especially the use of public money has been effective. I am glad that the project benefits both citizens themselves and state institutions.
